The Puerto Rico Institute of Statistics revealed the results of its 2012-2013 Science and Technology Survey: Research and Development (Encuesta sobre Ciencia y Tecnología 2012-13: Investigación y Desarrollo), the second time a survey using internationally-recognized definitions and methodology is done in the country.

The University of Puerto Rico will be a key partner in a collaboration to develop a vaccine against HIV, together with the National Institutes of Health (NIH) and CDI Labs, and with the support of the Puerto Rico Science, Technology and Research Trust, the Puerto Rico Industrial Development Company and the National Insitute for Allergy and Infectious Diseases.

If Puerto Rico is going to have any chance of creating a biotechnology sector that creates quality research and independent-minded scientists for the island's biotech apparatus, the approach to research being conducted at the University of Puerto Rico (UPR) must be revamped. That is where a former trustee of the Science, Technology & Research Trust, Mariano García-Blanco, is saying we have to eliminate the political ebb and flow that propitiates lack of continuity and affects the quality of research at the university.
