El Nuevo Día and several environmentalists review the last 20 years of reforestation efforts in Puerto Rico and conclude that many of them have been done in the wrong places. Although 13 million trees have been planted in that period of time, they have done little to mitigate urban flooding, heat, noise and water contamination.
