SUMMARY

As a Health Scientist you will serve in the evaluation of public health issues or health hazards.

RESPONSIBILITIES

  • Provide technical advice and assistance to the Institute of Public Health Laboratories at the Puerto Rico Department of Health
  • Oversee the implementation of Quality Management and Biosafety Programs
  • Oversee the development and implementation of a Laboratory Information Management System
  • Prepare scientific and other articles and technical reports for publication.
  • Lead collaboration on programs/projects and coordinates efforts, as appropriate, with other staff, Institutes and Offices, other federal agencies, national, state and local health agencies, and private and non-profit organizations, etc.
  • Design, oversee, implement, and conduct major scientific surveys/studies or projects to identify and solve public health problems.
  • Identify and analyze public health issues and their impact on operations that are critical to the public health community at large.
  • Conduct laboratory cost studies to assist leadership in decision making

TRAVEL REQUIREMENT

Occasional travel - You may be expected to travel for this position 10% Domestically.

QUALIFICATIONS

Basic Qualifications:

  • EDUCATION: Applicants must have a Master of Science (PhD preferred) in major study in an academic science (Chemistry or Biology) field or in a field related to the medical field, health sciences, allied sciences appropriate to the work of the position.

    IMPORTANT: Education completed in colleges or universities outside the United States may be used to meet the education requirements. You must provide acceptable documentation that the foreign education is comparable to that received in an accredited educational institution in the United States.

  • LANGUAGE: Applicant must have proficiency communicating (writing and speaking) in English and Spanish.
  • DIGITAL LITERACY: Applicant must have proficiency in Microsoft Office programs (Word, Excel, PowerPoint, Outlook). It is preferred to  have proficiency in Adobe Acrobat Pro DC, StarLIMS, iPassport, and SmartDraw.
  • MINIMUM QUALIFICATIONS:     Applicants must have at least one year of specialized experience to successfully perform the duties of the position to include:
    • Experience designing and/or conducting scientific studies related to public health and providing technical consultation and assistance to Federal, state or local public health agencies.
    • Planning, managing, and evaluating public health programs and/or projects.
    • Experience in Quality Management Systems (QMS), occupational health and safety (biological and chemical safety), project management, and budget management experience
    • Develop and perform needs assessments and analyze results to develop reports, presentations, trainings, and plans (mitigation and/or implementation) for laboratory needs, QMS, safety program, and during an emergency.
    • Experience in strategy development and logistics operations providing support for public health emergency preparedness and response activities.
    • Planning, coordinating, developing and/or evaluating and implementing QMS programs, safety program, policies, and trainings.
    • Providing advice and resolving financial management issues, compiling data, and interacting with stakeholders.
