This position is located in the U.S. Department of Health and Human Services (HHS), Office of the Secretary (OS), Office of Global Affairs (OGA), in Mexico City, Mexico.  The Office of Global Affairs (OGA) in the Office of the Secretary of the U.S. Department of Health and Human Services (HHS) provides policy guidance and coordination for all global health and social policy activities of HHS.  OGA also oversees the bilateral and multilateral relationships between HHS and its' international partners that further U.S. domestic and global health goals and objectives.

This is a Term Appointment not to exceed 2 years, with extensions possible to an additional two years.

The Health Attaché will serve as the HHS Representative at the U.S. Embassy in Mexico City. The Attaché will have overall responsibility, under the guidance of the Assistant Secretary for Global Affairs of HHS and the U.S. Ambassador to Mexico (or his/her designee), for in-country representation of HHS, and coordination and guidance of HHS programs of cooperation at the national and field level. Duties include:

  • Maintain regular and consistent communication with Embassy leadership, OGA staff, and refer policy issues to Embassy leadership and Washington D.C. for guidance and consultation, and, as determined by the Ambassador and the Assistant Secretary for Global Affairs.
  • Maintain direct contact with appropriate officials in HHS regarding issues under their respective technical mandate, responsibility and competency, particularly with respect to and consistent with the HHS OGA priorities.
  • Support the health objectives outlined in the U.S. Embassy's Integrated Country Strategy, respond to public health threats, advance our bilateral health exchanges, improve Mexico’s disease surveillance and response capacity, and support collaboration between the Mexican Ministry of Health and other Mexican organizations.
  • Increase the understanding of health-related issues of bilateral interest among U.S. Government and Government of Mexico stakeholders.

SPECIALIZED EXPERIENCE

Applicants must possess one year of specialized experience at the next lower grade level (or equivalent) in the normal line of progression for this occupation as stated below.

 

At the GS-15 level:

Have at least one year of specialized experience, equivalent to the GS-14 grade level in the Federal service performing the following duties: 1) bilateral and multilateral experience representing, monitoring and coordinating policy, program and research interests of U.S. government agencies and/or private organizations engaged in health, health-related, social policy activities; 2) maintaining direct contact with appropriate officials regarding issues under their respective technical mandate, responsibility, and competency; and 3) working with health policy structures and institutions in developing and emerging economies.

 

Written, spoken and reading fluency in Spanish is highly desirable.

 

All qualification requirements must be met by 11:59 PM (Eastern Time) on the closing date of this vacancy announcement.
