The International Diabetes Federation (IDF) published new data indicating that this disease affects around 246 million people world-wide and that 46% of the affected are between 40 and 59 years old. These new data predict that in 20 years the number of people suffering diabetes will reach 380 million. 80% of the diabetes cases occur in developed countries and most cases are of diabetes mellitus type II. This disease is responsible for 3.8 million deaths a year, and its similar in magnitude to HIV/AIDS. In Puerto Rico, diabetes is the third most common cause of death. In response to these alarming numbers the IDF has started a campaign to request an United Nations resolution on diabetes, to make sure that the disease get the attention it deserves. Governor Acevedo Vilá announced the new public policy on scientific research that Hill integrate universities, the private industry and the government, with the promise of generating discoveries in the health field and the potential of generating more economical activity and jobs in the Country. The new policy will encourage and increase in research projects as well as the education of more investigators in the Island. Governor Aníbal Acevedo Vilá anticipates that this initiative will make Puerto Rican investigators working abroad want to return to Puerto Rico to do their research. Puerto Rico is one of the most important drug manufacturing centers in the world, but the goal is to research and develop new drugs, which is still not being done in the Country.

Dangerous political precedent: Research could be affected by budget changes impossed on the University of Puerto Rico

In what could be a dangerous political precedent, the Legislature of Puerto Rico decided to limit the budget of the University of Puerto Rico by $40 million dollars. Since 1966 the budget of the UPR has been decided according to a financial formula, which this year would have resulted in 9.69 % of gubernamental income. In the past this formula had guaranteed fiscal autonomy of the University of Puerto Rico from the transient political games and pressures in the government. However, this year the Legislature decided to limit the budget of the UPR by $40 million dollars, a move will affect, among other things, scientific research
