The National Institutes of Health (NIH), National Institute on Minority Health and Health Disparities (NIMHD) is seeking Health Scientist Administrators (Program Officer).
The National Institute on Minority Health and Health Disparities (NIMHD) is seeking exceptional candidates with extensive research and programmatic expertise in 1) behavioral and social science, 2) clinical and health services research, or 3) community health and population science to coordinate extramural research activities for the positions of Health Scientist Administrator (Program Officer) within the Division of Scientific Programs, located in Bethesda, MD.
The Division of Scientific Programs (DSP) supports multidisciplinary research on biological and behavioral mechanisms and pathways underpinning resilience and susceptibility to adverse health conditions that disproportionately affect racial and ethnic minority populations, persons of less privileged socioeconomic status, and other health disparity populations. DSP maintains extramural research in health care settings to generate new knowledge to improve quality of care outcomes, reduce healthcare delivery costs, reduce medical errors and improve patient safety of minority and other disparity populations. There is also a robust Community-Based Participatory Research (CBPR) portfolio within DSP.
Applicants must possess a Ph.D., or equivalent degree in the biomedical sciences, with substantial research experience in behavioral and social science, clinical and health services research, or community health and population science.
Duties
As a Health Scientist Administrator (Program Officer) you will:
- Evaluate the significance of trends and emerging fields and assesses the adequacy of research competency within the field to achieve a quantity and quality of research to meet the agency's mission and objectives.
- Organize and lead discussions with basic, preclinical and/or clinical and/or epidemiology/population researchers concerning an overall agenda for the assigned program area. Coordinating the use of various support mechanisms to achieve a balanced program, while making recommendations concerning program direction, priorities, and funding levels.
- Perform scientific and administrative reviews and analyses of applications/proposals from a programmatic viewpoint.
- Advise on the selection of consultants to ensure complete and fair scientific evaluation of applications/proposals.
- Prepare information for and attend advisory/review committee/panel meetings and respond to issues and concerns about specific applications/proposals pertaining to assigned program area.
- Consult with grantees/contractors during preparation of applications/proposals providing guidance on program issues, while monitoring scientific progress, program relevance and merit.
- Coordinate and administer grants, cooperative agreements, and contracts to fulfill the mission assigned area. Lead the administration of unsolicited grant/contract proposals assigned to the branch.
- Promote and explain the objectives of assigned program areas, facilitating communication and collaborative efforts with other institutes, agencies, or other third parties.

Qualifications
BASIC REQUIREMENTS:
Applicants for all grades must be U.S. Citizens and must meet the requirements described in paragraphs A or B below:
A. Successful completion of all requirements for a Ph.D. (or equivalent doctoral degree), in an accredited college or university, including acceptance of the dissertation, in an academic field of the health or pertinent sciences (i.e., biochemistry, molecular biology, physiology, etc.) allied to health or health related research.
B. Successful completion of a full 4-year course of study in an accredited college or university, leading to a bachelor's or higher degree, with major study in an academic field of the health or pertinent sciences which have been applied and utilized by the applicant in health or health-related research and, in addition, at least 1 year of qualifying progressively responsible experience; or any equivalent combination of graduate study and research experience in these fields. This education and experience must demonstrate that the applicant has acquired the scientific knowledge, skills and abilities to apply and utilize them successfully in health or health-related research at a level which is the qualitative equivalent of that acquired in meeting all the requirements for the Ph.D. degree (or equivalent doctoral degree), including the dissertation as indicated above. The appropriate doctoral equivalency must be supported by publications in health or health-related research accomplishment in appropriate scientific journals; or other objective evidence in such form that it may be reviewed and evaluated
