JOB SUMMARY:

The Food Safety and Inspection Service (FSIS) is the public health agency in the U.S. Department of Agriculture responsible for ensuring that the nation's commercial supply of meat, poultry, and egg products is safe, wholesome and correctly labeled and packaged.   See FSIS

This position is being concurrently announced under Merit Promotion procedures on FSIS-2015-MMP-0847. This is a Bilingual position and requires the applicant to be fluent in speaking and writing in both the English and Spanish languages.

In this position, applicants who are selected will perform broad duties as a Public Affairs expert. If you are selected and hired, your duties will include the following:

Participate with the Director and Deputy Director in the overall formulation of current information including press releases, fact sheets, talking points, backgrounders, speeches, feature articles, publications, radio and television interviews and other materials that effectively communicate Agency goals to the media and a variety of internal and external audiences.

Develop and plan news conferences and media interviews and other activities to keep the media and other intended audiences informed of Agency actions and activities.

Evaluate the effectiveness of media relation activities undertaken, and will summarize findings and make recommendations.

Serve as spokesperson for the agency and conduct on-the-record interviews.

Function as a liaison with program officials, and will also function as a liaison between Agency officials and the Department's Office of Communications on current matters.

Research, write, and/or coordinate briefing papers, fact sheets, speeches, talking points, memos, and other documents on key issues affecting the agency. Documents are prepared for the Administrator and other high level officials such as the Under Secretary, Secretary, Vice President, and President.

Provide advice to officials regarding audiences' potential reactions with regard to Agency policies and programs, and you will recommend appropriate actions.

Establish and maintain effective working relationships with the media, trade press, Agency and Department employees, and other internal and external groups.

Represent the Agency at meetings, forums, and other special activities.

Support the food recall committee as the public affairs specialist responsible for drafting the press releases related to the recall of product. This responsibility rotates throughout the Public Affairs team and involves some evening and weekend support.

This announcement has a selective factor based on language and requires the applicant to be bi-lingual. The applicant must be fluent in speaking and writing in both the English and Spanish languages. In addition, the applicant needs to meet the specialized experience requirements for this position:

Specialized Experience: In order to meet the specialized experience requirement, you will need to have completed 52 weeks of progressively responsible specialized experience at or equivalent to the next lower grade level. This experience may be gained under GS, PHHRS, another pay band system, or any combination of GS, pay band, or other experience. Your specialized experience must be clearly and thoroughly addressed and outlined in your resume.

Specialized experience for the GS-11 level is defined as experience in contributing to talking points and press releases on the topics of food safety, agriculture, or public health. Applicant must demonstrate experience in developing media contact lists, establishing contacts with members of the media; experience pitching food safety, agriculture, or public health stories to members of the media; experience in drafting written responses to media, stakeholder and Congressional inquiries, including constituent inquiries as necessary on the food safety, agriculture, or public health; experience contributing to large scale communications plans on food safety, agriculture, or public health issues. 

Specialized experience for the GS-12 level is defined as significant experience in writing talking points and press releases on the topics of food safety, agriculture, or public health. Must demonstrate experience in establishing contacts, maintaining relationships and liaison activities with members of the media; experience pitching food safety, agriculture, or public health stories to members of the media; experience as a spokesperson for a public official, agency, or large private sector company to include on-the-record experience with mainstream media outlets experience in providing written responses to media, stakeholder and Congressional inquiries, including constituent inquiries as necessary on the food safety, agriculture, or public health; experience developing large scale communications plans on food safety, agriculture, or public health issues. 

Specialized experience for the GS-13 level is defined as significant experience researching information, writing and editing testimony, talking points and press releases on the topics of food safety, agriculture, or public health, including collaborating with scientific staff to translate complex scientific food safety, agriculture, or public health technical terminology into language that is accurate and understandable to the general public and industry audiences. Experience writing opinion pieces, special addresses, lectures, and reports for an executive at the highest level of an agency, public office or a large private sector company/corporation on the topics of food safety, agriculture, or public health for audiences including Federal agencies, foreign governments, state and local governments, academia, and the private sector. Applicants must demonstrate experience implementing and measuring large scale communications plans on food safety, agriculture, or public health issues.
