The incumbent in this position is the park’s aquatic ecologist, with comprehensive scientific knowledge of the biology of and threats to aquatic systems and organisms, with emphasis on Sierra Nevada aquatic vertebrates. This position is located in the Division of Resource Management and Science, in the Wildlife Branch, and manages the park's aquatic ecology program. The full potential level of this position is GS-11. The duty location for this position is El Portal, the administrative site for Yosemite, located at the western entrance of the Park. This position is Subject-to-Furlough and is expected to be furloughed without pay from 2 weeks to 6 months each year.

Yosemite National Park, California, known worldwide for its spectacular natural beauty, is the location for this position. The park embraces a spectacular tract of mountain and valley scenery in the Sierra Nevada and harbors a grand collection of waterfalls, meadows, and forest that include groves of giant sequoias, the world's largest living things. The park covers 1,182 square miles of varied wilderness ecosystems, from river valleys to alpine meadows to lofty 13,000 foot high peaks. Yosemite Valley is located 208 miles from San Francisco, 81 miles from Merced, and 94 miles from Fresno. Shopping, dental, medical, postal and laundry services are available in the park. Elevation at the Valley Floor is approximately 4,000 feet. The park is open year-round with the majority of activities occurring during the busy season March through October.

Major Job Duties:

This position is the park’s aquatic ecologist.  As such the incumbent must possess comprehensive scientific knowledge of the biology of and threats to aquatic systems and organisms, with emphasis on Sierra Nevada aquatic vertebrates. S/he develops research and management priorities for protecting and restoring aquatic wildlife; provides expert advice on aquatic resources as a member of interdisciplinary teams for park project planning and implementation; and develops and implements management actions to protect and restore aquatic systems and species.  
 
The incumbent designs studies, compiles and analyzes data; writes funding proposals to support these efforts; uses GIS on a regular basis; develops collaborative, professional relationships with other park branches and divisions, outside agencies, and researchers; presents projects to park management and staff; and advises management on upcoming changes in federal listing status.  S/he carries out consultation with the U.S. Fish and Wildlife Service related to park actions and operations that may affect listed species; writes and reviews environmental compliance and wilderness minimum tool/minimum requirements documents; reviews scientific research permits; provides technical advice to park staff and interagency working groups, including developing range-wide species specific conservation strategies/recovery plans.  
 
The incumbent will also be responsible for preparing briefing statements, public outreach materials, management reports, and scientific reports; presents educational programs to park staff, stakeholders, and the general public; manages budgets; develops and manages interagency and cooperative agreements as the Agreements Technical Representative (ATR) and/or Contracting Officer Technical Representative(COTR); presents projects updates and funding proposals to donors and management team; drafts responses to stakeholders; hosts regional professional meetings; hires, trains, and supervises term, seasonal, and volunteer staff. 
 
S/he will be called and upon to direct field operations and visit project sites through hiking long distances with a heavy pack and camping for prolonged periods in wilderness. Strong wilderness travel and living skills are required of this position. In addition, the incumbent must be a strong and confident swimmer and be comfortable performing working in and around lakes, rivers, and streams.  The incumbent will be responsible for the safety of backcountry crews through training and planning.

To qualify for this position at the GS-11 grade level, you must possess at least one of the following qualifications by close of the announcement: 

Basic Qualifications: 

Education: Successful completion of a full four-year course of study (or higher) in an accredited college or university leading to a degree in biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences.

Combination: Completed an appropriate combination of education and experience that included course work as listed above in "A" (i.e., biological, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences) and; or additional education The quality of the combination demonstrates that the applicant possesses the knowledge, skills, and abilities required to perform the work of the position and it is comparable to that normally acquired through the completion of a full four-year course of study with a major as described above.

Additional Qualifications:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience must have included all the following: 1) use the laws, regulations, and Department of Interior policies and guidelines to manage and/or monitor park aquatic ecosystems, including soils, aquatic systems, native flora, fauna and their associated habitat requirements; 2) design and/or maintain databases to manage natural resource information; 3) apply knowledge of Geographic Information Systems (GIS) theory and concepts to plan, implement and present spatial, non-spatial and bibliographic biological data from multi-disciplined investigation; 4) design, test, implement and/or refine protocols to identify evaluate, and do long-term monitoring of aquatic ecosystem components, such as flora and fauna, and ecological processes; 5) evaluate the conditions of natural, cultural, and/or socioeconomic resources; and 6) prepare written management and scientific reports that present findings, requirements, alternatives where appropriate, and give recommendations for resource management; and 7) persuade management, or other employees, internal or external stakeholders to cooperate, accept recommendations, or change their behaviors relating to planning or resource management.

EDUCATION: Successful completion of at least three academic years of progressively higher level graduate education, or a doctorate, or Ph.D. degree (54 semester/81 quarter hours or the number of hours your school uses to represent one graduate academic year of full-time academic study), from an accredited college or university, in a field directly related to biology, ecology, natural resource management, or environmental studies, etc. or other related disciplines appropriate to this position. This education provided me with the knowledge, skills and abilities necessary to do the work of this position.

Successful completion of a COMBINATION of education and experience as described above. Only the graduate education in excess of 36 semester hours or 54-quarter hours or the equivalent may be creditable when combining. When combining education and experience, first take the total number of semester hours (or equivalent) earned and divide by 18 semester hours (or equivalent); then take the total number of months of experience and divide by 12 months; finally, add the two percentages. The total must equal at least 100 percent to qualify.

You must include months, years and hours per week worked to receive credit for your work experience.  One year of specialized experience is equivalent to 12 months at 40 hours per work week.  Part-time hours are prorated.  You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

To qualify based on education, you must submit a legible copy of transcripts from an accredited institutionwith your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work. 

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
