Recently 13 Mediterranean countries adopted in Madrid, Spain, the Protocol on Integrated Coastal Zone Management for the Mediterranean, which prohibits any contruction within 100 meters of the coast line. Puerto Rico should follow this example because according to experts, Puerto Rico's situation is even worst than the worst case scenarios projected by the Intergovernment Panel on Climate Change (IPCC).
