Poor supervision has made Lajas Valley Agricultural Reserve a failure

The law that almost ten years ago created the Lajas Valley Agricultural Reserve, with the intention of encouraging farming of about 43,000 acres of land has proven to be ineffective. Poor supervision has caused the thousands of acres supposed to be used for farming to go to waste.
