Search (users and content)

Change search feature to have two search input forms, one for users and one for content. User search should appear under the New Users block. Will use a view for both to simplify and control.

Also, we said that the search results would appear in the "Search Users" view. With the results of the search displayed similar to how they are displayed in the old site
