Graduation in the Medical Sciences Campus

The Medical Sciences Campus (MSC) of the University of Puerto Rico officiated yesterday its 41st commencement, dedicated to the Dental School, which is celebrating its 50th anniversary of educating and serving the Puerto Rican people. The MSC graduated 664 new health professionals, 164 men and 500 women from its six schools. Among the graduates was Tamara Arroyo, a young woman that became the first woman and second student to obtain a combined degree from the MSC Medical School and the UPR Law School, giving her an MD/JD degree.

The program Puerto Rico in Shape was created in October 2006 by an Executive Order in which the Governor instructed the Department of Labor to set $7.8 millions apart from the Wage Incentives Fund for this initiative. These funds allow municipalities and government agencies to hire personnel to establish physical activity programs. Up to date, 55 municipalities are certified for the program.

Close to the freshwater

The freshwater crab, a culinary delight for many Puerto Ricans, scientifically known as Epilobocera sinuatifrons, is considered a native and endemic species, since it has only been reported in Puerto Rico and St. Croix. It has ten legs, is brown with two large claws, one larger than the other. It has a soft shell and it develops to reach a width of more than 7 centimeters or 3 inches. Curiously, the freshwater crab is the “only native river, fresh water crustacean that doesn’t need to migrate to complete its life cycle”, said Beverly Yoshioka, from the Fishing and Wildlife Service.

With the elimination of the 936 Section of the IRS, the restructuring of the global economic order, and the competitive international pressures, the manufacturing industry in Puerto Rico seems to be moving fast towards a knowledge-based economy. Consensus says that Puerto Rico stopped being competitive in the traditional industrial sectors and that now, the competitive advantages are concentrated in the industries of high added value. Facing the future Puerto Rico needs to establish an agenda to keep and increase its competitiveness in the biopharmaceutical industry. The first step should be the creation of new Tax Incentives Law, to strengthen its international competitiveness and continue attracting companies. Second, we should start creating the conditions to attract Research and Development to Puerto Rico. Last, it is urgent to continue improving the academic offer so that the country can produce the best human capital that the biopharmaceutical companies will require during their expansion.

Puerto Rico needs a strategy to attract foreign capital

Before putting together any law or corporative incentives package, the first thing that Puerto Rico has to do, according to economist Francisco Catalá, is to adopt a public policy on foreign investment. According to Catalá, it is impossible for Puerto Rico to take advantage of the opportunity that foreign capital offers if it doesn’t know how to use it. The strategy for capital attraction should take into account the companies’ needs to be effective, and in that context, the tax rates are not the main reason for a company to establish themselves in a country.

Seven moths away form the expiration of the most important industrial promotion alternative for Puerto Rico, known as the Industrial Incentives Law; experts in the field delineated the elements that the Island must consider to project itself to the World as an ideal destiny to do business. The interviewees pointed out that Puerto Rico must break the mold in this area and include in its offer to the World a proposal that explores capital diversification, partnerships with the local talent and capital, and the creation of incentives that go beyond tax rates. They, however, agree that no law or incentive package will produce enough benefits for Puerto Rico unless the Island can articulate a long term economic strategy that responds to an integrated focus and that fosters local talent and stimulates local capital.

Echoing the claim of the Association of Industrials of Puerto Rico (AIPR), the president of Lilly USA, Deidre Connelly, urged the extension without amendments of the Tax Incentive Law for two more years, until a new law that has “the consensus and participation of all the parties involved”, is developed and approved. “In that way, we will guarantee that Puerto Rico continues to support global pharmaceutical innovation and that it reaches its economic goals”, said Connelly, a Puerto Rican that started her career in Lilly Puerto Rico and has been president of Lilly USA for two years.

On the path towards sustainable energy

There is consensus in Puerto Rico about the need of using energy responsibly so future generations can have the necessary resources. What we need now is a collaborative effort in the country to create a plan of action. With that objective the forum “In agreement with sustainable energy, now, how do we get there?” took place in the University of Puerto Rico in Mayagüez (RUM) this past May 22-23, where representatives of the industry, government, environmentalists, scientists, students, international leaders and the general public participated.

Communities are vital to stop global warming

They need to establish initiatives to stop the greenhouse effect, put pressure to accomplish a change in environmental policies, as well as establishing environmentally friendly practices in their homes and life styles.
