The tropical climate, the estrategic geographic position and the closeness to other Caribbean countries make Puerto Rico and ideal niche for exotic plagues to invade the Island. These are aggravated by the lack of coordination between the federal and state government in establishing prevention and exotic insect identification programs.

Fifteen years after its creation, the Law for the Reduction and Recycling of Solid Waste in Puerto Rico has not reaches its objective of recycling 35% of all solid waste in the Island. Javier Quintana, executive director of the Solid Waste Authority recognizes teh failure of Law 70, although he doesn't use that word; Quintana aims to reach 35% recycling by 2015. In spite of the poor execution of the Law by the Government, recycling should be a duty of all Puerto Rican citizens.

New biofuel project

A new project for biofuel generation was inaugurated yesterday at the University of Puerto Rico in Mayagüez (RUM) Agricultural Experimental Station. This will be the first biorefinery in Puerto Rico. The goal is to start sugar cane crops to be used for biofuel production.
