Native of Lares, Puerto Rico. BS Chemical Enginnering (RUM-UPR, 1965); Masters Environmental Engineering (UF, 1974); PhD Candidate Environmental Eng. (Vanderbilt Univ, Tennessee, 1988-90). Hydrologist with the US Geological Survey during 28 years, involved in water resources studies in Puerto Rico, Kentucky, and Tennessee. District Director of the USGS in PR and the state of TN. Author of more than 140 papers and reports on water resources and environment of Puerto Rico, Tennessee and Kentucky. Author of the first draft of the Integral Water Resouces Plan for Puerto Rico (2005). Environmental Consultant since 1994 specialized in water resources, solid wastes, sedimentology of streams and reservoirs, and water quality, focused on issues in Puerto Rico.
