Description:

The National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS), a major component of the National Institutes of Health (NIH) and the Department of Health and Human Services (DHHS), is seeking exceptional candidates for the position of Director, Division of Extramural Activities (DEA). The mission of the NIAMS is to support research into the causes, treatment, and prevention of arthritis and musculoskeletal and skin diseases; the training of basic and clinical scientists to carry out this research; and the dissemination of information on research progress in these diseases. The DEA Director position offers an exciting opportunity for scientific and managerial leadership in developing and implementing extramural research programs in support of the NIAMS mission.

The DEA Director works collaboratively across NIH, throughout the federal government, and with other key stakeholders and organizations to further the advancement of NIAMS’ mission and objectives.  He/she serves as an ambassador and spokesperson for the Institute, communicating NIAMS positions and incorporating the views and needs of key stakeholders into the Institute’s plans and initiatives.  The DEA Director facilitates the identification and development of future leaders through mentoring programs, continuous development of skills and expertise, and recognition of achievements. The DEA Director also serves as a role model to the rest of the Institute, managing people and financial resources with integrity and fairness, while maintaining the Institute’s policies and priorities.

The DEA Director reports to the NIAMS Director and will serve as a member of the NIAMS senior leadership team.  The candidate must have a remarkably broad range of skills and experience and superior management qualifications to effectively lead a division that has responsibility for providing leadership and advice in developing, implementing, and coordinating extramural programs and policies. The DEA Director manages a large staff, demonstrating commitment to work force diversity enhancement.  The DEA employs approximately 33 full time positions and has a FY 2022 estimated extramural grants funding budget of $500 million.

The incumbent:

  • Provides leadership and advice to the NIAMS Director on developing, implementing, and coordinating extramural research grant, cooperative agreement, contract, and training-related administrative and fiscal policies.
  • Represents the Institute on extramural program and policy issues within the Department and with outside organizations.
  • Provides the Institute with grant and contract management oversight.
  • Oversees scientific and technical peer review of applications for grants, cooperative agreements, and contract proposals.
  • Oversees the clinical research evaluation, coordination, and regulatory compliance of clinical studies and trials across the scientific program areas.
  • Works with the Division of Extramural Research in implementation and coordination of cross-cutting, multi-disciplinary activities in the mission areas of the NIAMS.
  • Oversees and manages NIAMS Advisory Council activities, including the appeals process, and coordinates the Institute's research grant and training programs for review by the Advisory Council.
  • Develops communication strategies for all extramural funding announcements including newsletter and website.
  • Extensive experience with senior-level Agency decision-making bodies and knowledge of NIH-specific policies and procedures.

Requirements:

Applicants must possess an M.D., a Ph.D., or an equivalent degree, as well as senior-level scientific research, administrative process experience and knowledge of research programs in a biomedical or related field.  Applicants must have excellent knowledge of the research, advanced principles, theories, and practices applicable to arthritis, musculoskeletal and skin diseases. It is critical that the candidate is well versed in research methods, policies, and practices related to scientific peer review and grants administration.  Applicants should be outstanding communicators, known and respected within their professions as distinguished individuals with recognized competence, and have supervisory experience, including experience representing an organization with integrity and diplomacy. Experience in complex electronic systems and processes is essential. Visionary leadership characteristics are crucial to plan and to attract and nurture outstanding professional staff to best serve the nation’s biomedical scientific mission at the NIH. Applicants should demonstrate the ability to think strategically, work collaboratively, and use a consultative approach to problem solving and decision making.

Benefits:

The Director, DEA, NIAMS, will be appointed at a salary commensurate with his/her qualifications and experience. Full Federal benefits including leave, health and life insurance, long-term care insurance, retirement, and savings plan (401K equivalent) will be provided. This position is subject to the conflict-of-interest statutes and regulations that govern activities with outside organizations. This position will require completion of an annual public financial disclosure report and is subject to a background investigation. This position will be filled under a Title 42(f) excepted service appointment.
