Law to attract researchers to Puerto Rico

In order to foster scientific research in Puerto Rico, the Legislature is seeking to create a Tax Incentive Law to benefit scientifc researchers. This law is seeking to attract researchers to the Island to work in public or private universities and medical schools. It offers an up to $195,000 exemption when filing taxes for earned wages for the natural year that started on January 1st, 2008.

Puerto Rico has been taking solid steps towards becoming a knowledge based economy. Some of the strategies include: Financing for new companies through the Economic Development Bank ($60 million) Bioprocesses Complex in Mayagüez ($15 million) Renovation and contruction of laboratories for physics, chemistry and biology in high schools ($10 million) UPR Molecular Sciences Building ($20 million) UPR-MD Anderson Cancer Center Knowledge City - a complex dedicated to research in the facilities where the Old Penitentiary used to be should be completed by 2012 or 2013

Until a few days ago, between the walls of Oso Blanco lived the most dangerous convicts in Puerto Rico. On October 22nd started the process that –according to the Government’s expectations- will turn the Old Penitentiary into the most important scientific research center in the Island. For this the Department of Correction and Rehabilitation transferred to the Puerto Rico Science, Technology and Research Trust, 70 acres of land, where the Old Penitentiary resides, and it’s valued in almost $150 million. This land together with the Knowledge Corridor will include: The new home of the Department of Education The new Molecular Biosciences building and the UPR Botanical Garden Improvements to the hospitals in the Medical Center The new Cancer Center

The Science City is on its way

As soon as September, when the premises of Oso Blanco (the state penitentiary) are transferred to the Puerto Rico Science and Technology Trust, this entity, formed by members of the government, the academic and the private sector, will start the development of the 83 acres that make up the place, to create a fertile ecosystem for the development of the biosciences industry, remodeling the old structures to suit the needs of this industry.

The name may sound futuristic and you are right: the Science City represent the future of Puerto Rico in a knowledge-based economy. The Science City, the Science and Technology Trust biggest project, pretends to integrate an urban design with research and sciences. This space will include the Knowledge Corridor (the Medical Center, the Cancer Center, the Biomolecular Sciences Building, UPR-Rio Piedras and the Botanical Garden); Oso Blanco (old state penitentiary), which after re-development will provide more than a million square feet of laboratory space; and 83 surrounding acres to build residences and commercial spaces. This City will be connected by the Urban Train and a bridge system.

Open avenues for the development of our human capital

It is true that the transformation of Oso Blanco (the old State penitentiary) is one of the key projects of the Puerto Rico Science and Technology Trust (STT), the mission of this entity goes way beyond re-developing the old penitentiary. Mariano García Blanco, professor at Duke, trustee of the STT (and CienciaPR and CAPRI member) said that the transformation of Oso Blanco will help strenghten the pharmaceutical manufacturing industry and biotechnology, providing Puerto Rico with the spaces necessary to do Research and Development. The Knowledge Corridor will provide spaces for laboratories, commerce, and residences, among other things; is in the center of intellectual life in San Juan and connected by the Urban Train. Having companies,, laboratories and academic centers in the same community will help the academia/industry integration necessary to be prosperous in a knowledge-based economy, said García Blanco.

In the race for an economic transformation

To be successful in the knowledge-based economy we need to transform the Puerto Rican culture towards work and productivity, as well as a good dose of compromise, continuity and consensus, said economist Joaquín Villamil. According to Villamil, a knowledge-based society is based on how we learn, how that knowledge is transmitted and how that knowledge is translated into specific actions that generate economic impact. It is from that perspective that the economist emphasized Puerto Rico’s need to adopt a systemic focus where a reform of the educational system modifies and makes the institutional frame more flexible, and develops the ability to create partnerships and networks if we really want to compete it this crowded global scenario.

A Government delegation, presided by Governor Aníbal Acevedo Vilá, and integrated by the Economic Development and Commerce Department secretary Ricardo Rivera-Cardona; the Puerto Rico Industrial Development Company (PRICO) executive director Boris Jaskille; the Science and Technology Trust executive director, Luis E. Rodríguez; the president of the University of Puerto Rico, Antonio García Padilla; the Economic Development Bank president, Annette Montoto and representatives of biosciences companies and the service sector, traveled to BIO 2007 in Boston to represent Puerto Rico as a competitive market and promote life sciences investment.
